I think you got it right. They need criteria to identify votes to potentially challenge or invalidate. Based on that, the amount could be hundreds, thousands, tens of thousands, hundreds of thousands, all of them. No matter the threshold right now, I’m guessing by Trump’s reaction it would more than enough to flip the state back red like it rightfully is.
If its true that mail-in vote envelopes with their signatures were thrown out in Pennsylvania, for example, there's no way to verify any of those votes after the fact.
