I don't think Barr has failed to jail dems for lack of trying. These were FBI and intelligence agents at the helm of the deep state operation to take down Trump. They know exactly how to cover their tracks and avoid incriminating themselves.
It's only a crime if it actually happened. So when are the states giving the final statements? When they turn in the official result, that's the moment the real voter fraud is happening.

They have gotten brazen as they do not fear the courts any longer, Trump isn't someone who will just take the L concede and get the media's applause for being a gracious loser like they want him to be..

What he does here really depends on how he sees everything playing out. Will he be able to whitewash the doj doing nothing when apparent fraud comes to light, or does he need to step in and make it look like the doj is legitimate and throw some low level crooks in prison? The law experts looking at this say that Trump has strong cases in all the states he needs to pull out a win and the Constitution is on his side. Barr is laying low because he can't look like a "Trump henchman" trying to "steal" an election win for Trump, as the media would portray it.
