Of course. And you can qualify for IFR without the foggles.

It's been 20 yrs since my last check ride, do they even still use those things?

No you can’t. Pilots can’t cheat. That’s how they die. There is no cheating in flying.

Minimum ceilings, time of sunset, and max winds are just suggestions at most DZs I've spent time at.

Got my private 20 yrs ago. Found it to be extremely boring. Moved on to skydiving, which also got boring. Now I only base jump and fly speed wings.

Did my foggles statement not clue you into the fact that I was discussing the instrument check ride? Do they not use the goggles that prevent you from seeing out the windows during the IFR test anymore?
