they were likely 'Adjudicating ballots' were-in they make a copy doing their best to 'preserve intent of the voter'.

Obviously in their case, the intent of everyone was Biden. Also they likely destroyed the originals. Mail in ballots themselves have zero security measures on them. Only the envelops have ways to track them.
