If someone had "Congratulations to President Trump" and had to switch it to "Congratulations to Joe Biden", why wouldn't we see the Congratulations part? The digital artist would have had to have every word as a separate layer, which just doesn't make sense. It's 100 times easier to just open a new image or make a new text object.
Erasing the old text and creating new text would take at least 5 times as long as just File > New and creating a new text layer. Either the person doing this literally had no idea what they were doing or it was intentional.
