Yep. It doesn’t actually fit correctly in the envelope if you don’t tear it off. It’s the top of the ballot, first thing you see, tear off.

Means they weren’t actually filled out by the people because the person keeps the ballot tab before mailing in. In my state of Colorado, where this is, the ballot won’t properly fit into the envelope unless you tear it off.

After you vote you take the stub home with you to track it and make sure it counted.
