Then why is Ned Ryun of RCP quoted on that TGP link as saying;

“ Just in case you were wondering, RCP has thrown PA into the undecided column today so as of tonight Joe Biden has 259 EVs. Or as some would like to say, NOT President Elect.”

If they “threw it into the UNDECIDED column” that means it had to have been in the DECIDED column previously....DECIDED FOR BIDEN......
