I think the counters in Philadelphia did not segregate the ballots. They may have counted the ballots separately, but we can't trust those counts without the actual ballot paper trail. And the GOP observers certainly can't claim to have witnessed ballots being segregated.
No, what happened is all of the ballots are going to be mixed together with no way to figure out where each ballot came from and when it arrived.
I think in that case it would be perfectly reasonable for SCOTUS to say, "Look, Philadelphia elected these local officials to run this election, and they made an absolute mess of it. There's no way to untangle it. So all of the Philadelphia votes are thrown out. Maybe next time Philadelphia should elect better local officials."
They're probably ignoring the order because right now they're furiously putting all the Trump ballots into a big pile to say "these all arrived after 8PM!"
