Yes that's what the statute says but the PA supreme court did not make them follow it, so they are going to have to raise that issue with the US supreme court.
It sucks because if they count all those illegal votes and declare a winner, I think it is harder for a judge (even supreme court) to throw those votes out.

They are, but the PA SC arbitrarily allowed them (which is unconstitutional). So once this is ruled on.... I can't see Biden holding it.
