It looks like they didn't even apply the mail-in ballot rules equally. Philadelphia County violated state law by inspecting ballots for missing signatures and missing secrecy envelopes prior to election day to aid their voters in curing their ballots. Other counties followed state law and didn't inspect the ballots until election day. Their voters weren't given the same opportunity as voters in Philadelphia County to cure their ballots.
