Glitches typically don't work that way. Computers are absolute in how things are processed. Ergo, if a glitch or bug does exist then it should be possible to replicate the circumstances in which caused it and gain the same outcome.

Randomly taking random allotment numbers which are already determined then flipping them to the other side... that doesn't strike me as a glitch.
