It doesn't really matter if they do or don't. If the US Gov't wants someone bad enough they will get them. I lived in Honduras for 19 years (non extradition country, but believe me,that's not why I was there), several times US Feds, DEA etc. were sent in to nab people local authorities just are told to just step back and let it happen. Truth be told, they are probably relieved that they don't have to deal with the bad hombres themselves.
