Very hard to read. I looks like there was an original message for Trump winning, but they must have changed the image at the last moment. I think they used a brush to erase previous text instead of just edit/deleting the text that was there.
This is just to debunk that it's really a secret message. In reality it looks like just a recycle image because someone was too lazy to create a new one. The original appears t congratulate Trump on his win, but they wrongly changed it to Biden. HAHA.
I'm not a Q person but look at the 0 in the 10. Is that how he normally does it? I definitely don't trust Boris because he has the same slogan as Biden.
