It is legit, you can download the original and adjust the levels in graphics editing software to see for your self, but the argument people are making is they just layered a Biden congratulations message over a pre-existing Trump congratulations message in whatever software they used. As someone who has to bother with 2d design more than I care too I can tell you that's a waste of time.
Maybe a gravy brain staffer typed up a letter for to congratulate Trump initially and then tried use the eraser tool to remove it but on the same document congratulated Biden after the media called it, but that would mean that person is too dumb to either delete the initial layer or start a new document instead, and chose to do a sloppy eraser job. Not very efficient, and I prefer to think it was a nod to Trump from Boris but who really knows.
I agree; I do a lot of graphics design stuff for work (I'm a programmer) and this would just be impossible to do on accident. It fades with a gradient mask so you'd have to try to erase it, get everything except that, see it still there, and adjust the layer opacity to 1% to try to remove it. It's just silly to think this happened on accident. Def a nod
It looks like they tried to erase it with a mouse and didn't know how to change the tip size of the cursor (or it was a massive font that was shrunken down later)
The little chunk taken out of the right side word looks exactly like an attempt at erasing with an imprecise method.
