Unified Voter Registration System (unified across the states with certain triggers built in for change of address, ect) - requiring new registration, no migration from the old register.
Photo ID (this can be expanded to 100 points of ID, think Photo + proof of current address, such as a utility)

Unified vote receipt system, both for the state and the individual casting the vote.
Absentee ballots only for those traveling abroad during election time and military use only.
Three (living) witnesses with address verification.
No one else can return ballot except you (which is already a thing from what I gather but considering Ferraris showing up with large amounts of ballots in the dead of night, I guess it must be iterated again)
ALSO, ALL VOTES MUST BE COUNTED BY END OF ELECTION DAY. NO WITHHOLDING TALLIES. TOTAL TRANSPARENCY
I would add an addendum that no new ballots can be received after election day.
That the ballot has to be submitted (unified receipt system) and received on election day only - the counting can exceed election day (if you're counting it all by hand), but no new ballots can be received after election day.
The receipt system would achieve three things:
No vote that was not received and submitted on election day can be counted - Watchers can challenge this by verifying the challenged ballot has a receipt for election day.
No vote can be counted twice, once it's counted it's marked as counted across the unified system.
No votes can go missing between being received and submitted, and tabulation.
The receipts can be hashed and block-chained to ensure complete transparency of the list, but ensure you can only check your ballots receipt number against the list, and not check / have visibility of the full list, anomalies would trigger fraudulent behavior warnings early on.
