Georgia's system takes electronic inputs, then prints a paper ballot with all votes listed and a QR code with all that info. You deposit that paper ballot into a drop box and it is scanned as it passes through.
So, while the information is wholly digital, there is a physical backup that it can be checked against in the case of a hand recount.
They also tell the voter their ballot number on the day voted at each voting location so theoretically each ballot could be tied to the person who voted.
The only cords I saw on the machines were power cords, so I don't imagine any tabulation is occurring before the paper goes into the scanners, although it's certainly possible that the printout doesn't match what the QR code tells the scanner. It's not like we can read those the way we can English.

There is a way to find fraudulent votes. Scan for finger prints. Each ballot will have a unique finger print that shouldnt be on any others. If a person really mailed it and it wasnt "stuffed".
