I think they didn't account for all the support the president received and then rushed when all voting stopped and had to really drag this out and show their hand. Its like stealing a penny over multiple locations, its very hard to detect. But they had to rush the job and steal hundreds of dollars at once over these same locations and it was very obvious at that point. It was either that or lose out right in a landslide but when your party is already corrupt and has multiple investigations in place for very serious crimes, what else do you have to lose at that point.

He could have said anti-voter fraud, fraud prevention, etc. But he didn't - nothing like it. The quote was "...voter fraud organization..." The remaining ramblings don't sell me on him trying to prevent fraud. He only encouraged people to be sure they cast votes.
