Even the cleanest elections don't mean cheating didn't occur - it just means the cheat didn't affect the outcome as far as people were able to ascertain. When there is clear evidence that affects the outcome then it is charged and results tossed.
Note the last 2 were mail in ballot fraud the NC Race detailed a Republican Strategist illegally Ballot Harvesting which is illegal in NC at least it was in 2018 . . the Republican still won the original and re-vote so no change.
