Good find, can confirm from pulling the data from the PA site for Mail In Voter Information for 2020 General Election.
It shows 23,305 people sent their ballots back before the day they actually received them.
34,916 sent them back the same day the ballots were received. Out of this amount, 4,482 were Online Mail In Responses (so plausible), 26,527 were actual mail in returns (possible they bring them back to the polling place?). The rest were a mix of application types (absentee, provisional, etc.)
