Yes it is. Hes allowed one vote. Wherever he is registered. He physically just moved but all his identification is still in legal terms where he left and where he voted. If he voted twice in both places then yes that would be illegal.

You aren't allowed to vote in a state you no longer live in. He should have filled out a provisional ballot in his new state.
