Meanwhile, DOJ now needs to replace him with someone before they can press investigations and that isn't quick - federal bureaucracy you don't just walk into an office and randomly point at the most eager looking guy.
I don't think they all are. He wouldn't need to resign to stall if that was the case - he could have just stayed on and stalled by quashing investigations.
