That is my thought. They attempted to do the addition for Sleepy at 5:26 and mistakenly gave votes to both, then at 5:30 undid the change. Then at 7:17, they did it correctly, but padded a few for GEOTUS to try to not make it stick out like a sore thumb.

I had to convert this data from JSON so that I could get it in Excel. I then wrote a formula to check for negative changes in ascending vote counts. After flagging those, I looked for shenanigans and posted the screenshot above.
It looks to me that they cheat too much and realized that people would notice, then dial back the cheating, then cheat again, reset, and keep a more realistic cheating and cheat again:
