In a legal point of view this could also have happened because it is possible that the worker broke laws as well, felt guilty and fessed up. A lot of the time a whistle-blower is also someone who was involved.

This may actually be the correct move to make based on the law. I don't know for sure though.

This could also be viewed as them trying to discourage people from coming clean which is a shitty thing to do
