Pennsylvania has approximately 700 nursing homes with more than 88,000 beds. Nursing homes, on average, are 91% occupied (over 80,000 residents). 25,000 ballots would represent about 31% of all nursing home residents in PA... or perhaps (using a rough average residents per facility) 217 facilities.
Think in terms of "project management" for a moment: it is probable this swindle was perpetrated in more states than PA... and we are already aware of the massive data sourcing and crunching made possible by the "Hammer". Somewhere there is ONE individual who is in charge of managing this program at the HQ level... and that person undoubtedly has a support staff. Generating 25,000 ballot requests to be simultaneously submitted is a major task in itself.
How would one "recruit" 217 care facilities to be co-conspirators in this operation? I would bet sending a "sales rep" door-to-door to each and every facility in the state to sign them up would pose too much exposure to the plan. Just ONE dissident could blow it up. I think a safer bet would be facilities under common ownership and control - with deals made at exec-to-exec level with a large contributor company(ies) with multiple units in the state under their common ownership. Without naming names, a little research indicated 25,000 patients could aggregated by enlisting three or fewer multi-unit owners in the cause.
Now let's consider that the ballots were presumably delivered via mail to the intended "voters" at their respective facilities. They would need to be received there by someone "in the know" and complicit in the plan to keep them from being distributed to the patients along with regular mail. For the desired outcome, a nursing home staff member (or several) would then have been tasked with opening and completing the ballots. Finally, the ballots would have to be signed - whether by forgery or presentation of a completed ballot to a patient with a "we need you to sign this" request by their familiar assigned caregiver(s). After ballot execution, somebody would have been responsible for getting them mailed back or dropped off. Likely more than two or three people would "need to know" at the individual facility level.
It's easy to see how a large number of people were accomplices in the scam... and if cracked open end-to-end and mercilessly prosecuted a whole lot of folks would pull time. Realistically, I think full sentencing would be reserved for the few at the top - providing those below them cooperated and testified.
In how many other states was this nursing home gambit played? This is just ONE of the now-identifiable separate, targeted harvesting operations which appear to have taken place... and Gitmo just isn't big enough.
