Where did you get this "no direct orders" BS ?
We already have evidence of election supervisors in Detroit training the workers to ignore election laws.
Don't tell me those ghetto knucklehead supervisors came up with the training all by themselves.

At some point, some boss will say "I never told them to disregard the election law - they made there own decision to do that".
This is what happened with Chris Christie during Bridgegate.
He let his own people go to prison for doing stuff to benefit him, and he walked.
