Because it would seem the Democrats operate in a disorganized manner but within the framework of certain objectives. Kinda like terror cells. No direct orders but certainly a nod to illegality.

At some point, some boss will say "I never told them to disregard the election law - they made there own decision to do that".
This is what happened with Chris Christie during Bridgegate.
He let his own people go to prison for doing stuff to benefit him, and he walked.
