This is normal it’s a dog and pony show with the courts until you can get judges favorable to your cause. Courts are pretty much illegitimate in the US because when it comes to matters political you can predict based on a judges partisan leanings where they will come down on an issue, especially so with liberal judges. Constitution be damned.
