Vernon Jones doesn't hold a congressional seat. He's a Democrat in Georgia's House of Representatives.
I'm not 100 percent, but I dont think the speaker is required to come from the pool of house congressmen.
This is correct. It's almost always been an elected member of the House, but it's in the Constitution that the Speaker of the House can be anyone.
