I want this to be true, and I think the courts will reveal it to be true, but there is an alternative plausible explanation:
Trump support is very high in rural areas, probably higher than suburban and urban areas. Rural areas don't have a lot of people, by definition. So when rural people vote, there aren't as many people in those precincts. If there's not a lot of people in the precincts, it's pretty quick to count the votes and send in the data to the state central counting facility. Meanwhile the suburban and urban areas are still counting because they have more people.
So the graph could show the rural voters first, and then shift downward as the suburban and urban votes come in.
You didn't watch the video. The graph shows left to right as how red a county is. It's showing that an algorithm kicked in past a certain threshold to shave votes from red counties for Biden, the redder the county, the more votes shaved
