They're regularly triangulated by networks as they scan and connect to stronger signals, text, call, etc. Using a burner just means the network doesn't know who owns that particular phone. It does, however, know exactly where that particular phone is at while in use.
Normally I'd be against something like this. But with the left demanding escalation its hard not to see this as reasonable.
