Basically they are saying the Voter and votes information is house in unsecured files on the clarity election domain and it is also routed up to SCYTL servers which is the company that has a server in Frankfurt that was supposedly seized by the US Army the other day. They also state that when they did there investigation in 2018 they found the vote switch (which they confirmed in that CNN video that has been floating around.) Basically it looks like a documented forensic investigation of what we have been talking about (the bulk of which took place in 2018 I believe)
