So I went through the large file (the small file appears to be a truncated version of the large one). It's way too big for most people to see on their computers.
All these are TSVs, which you can drag-and-drop into Excel and it will read them.
I pulled out the data into consumable chunks - by ward and by what I believe to be the primary district. There is a "district combo" number in the format X-X-X-X and I believe the third X is the main district.
By ward and by district, I further pulled just the 2020 General Data, as well as specifically the "Mail" and "Special Deputy" voting methods for the 2020 election.

My original hunch is that the created mail-in ballots were pulled from this data set in a non-random order, and that knowing a sequence of names that were processed at the suspicious times and checking them against this data will yield an impossible-to-be-random correlation between the voters assigned to these ballots and the sequence in the database. But without that data, I cannot confirm these suspicions.
