Edit: To clarify, while the file itself may not be copyrightable, usually when you pay $25,000 for a data file you have to agree not to redistribute the file. So it's possible OP would be liable for breach of contract, lost revenue, etc. Maybe not criminal - but you'll have to ask one of the lawyer-pedes who lurk here!
