It's essentially a map of communications, what phones are speaking to other phones.
The large circles in the center are the individuals with the most influence on the network, essentially the communication ringleaders. Then the information branches out to smaller circles which then communicate with even smaller circles (many of which get all their comms from a single mid-sized circle). It essentially creates a rough map of the different cells of the organization, at least in terms of communication movements. The colors just appear to be matched to the master circle(s) they get their information from.
It's not necessarily a map of organizational hierarchy, but does definitely paint a picture of at least communication and influence hierarchy. Also I presume it's only mapping communications made in the clear, encrypted communications are probably not reflected.
Also I think it's probably only communications between people connected to the faux-network? If so then probably no Antifa talking to names of DNC leaders off in Washington, only local Rose City individuals. Not that people like that may not have been there though, which is why looking through all the names is super important.

Network Mapping using tools like OSINT and Maltego allows you to take a data set and determine where common connections between nodes are (along with a bunch of other cool stuff like auto-scraping social media associated with the node).
What they did here, allegedly, is drive around with a WiFi Access Point that was recording communications that took place while someone was connected to it. The image itself does not include those communications but OP stated that this is what they were doing. They then used the tools mentioned above to generate what is called a graph (structured data set) that they exported as an image. Note that they haven’t released the dataset, just that visual representation. It would be fairly easy to fake something like this to effectively Autism-SWAT and dox people that you didn’t like so take it with a grain of salt until math pedes have sauce identity or more likely a juicy data dump.
If I were to execute an operation like this I would also be scraping all “MAC Addresses” which are functionally unique identifiers for network adapters (Bluetooth, WiFi, NFC in this case). I would then build a network map based on physical proximity between those unique identifiers across time. Once common nodes are identified (someone’s phone for example) it would be trivial to honeypot them if they’re dumb by say... sitting in front of a local grocery store or something...
I heard that there was an operation in Portland that leveraged people needing battery packs to charge their devices as well. When a device was plugged in, especially if it was powered down and an iPhone, it would have an exploit injected that allowed a shadow app to run and pass information/track the device via GPS (there are a bunch of exploits, but one in particular was used in this case targeting older iPhones). The one I’m thinking of was private citizens, but if the feds do not have this exact information as well but 100x more details I’d be embarrassed.

People weren't connecting these with arrest records, but some of the other connections were both damning and what we all suspect.
