I think it is highly dependent on the relationship/situation. On a personal level if you actually give a shit about the other person and legitimately made a mistake apologizing shows the other person you respect them. Personal responsibility for ones fuck ups builds respect and trust. If they do the same when they mess up, it allows you both to build you trust in the other and to forgive when needed.
In a higher stakes game of politics where you are dealing with sociopaths and Woke politically religious groups it is different. They view the apology as an admission of build, that you did the 'wrong thing' and it is proof you must be destroyed. And if they apologize... which they won't... they are doing it just to lower you guard so they can keep fucking with you.
