delaying doesn't benefit biden... it benefits trump. if they're still recounting as required by law on the certification date, they can't certify. a state failing to certify means it casts no EC votes. we're looking at flips or failures to certify in PA, GA, AZ, MI, WI, and potentially VA. in that case, no one gets the 270 EC votes to become president. results are certified by the state legislatures, which are dominated by reps in all but 2 swings states. it only takes 21 EC votes to fail to certify, so even 2 states failing to certify means no one wins at the EC.
then the 12th amendment takes over, and a vote is held by the house. but it's not a normal house vote. each representative does not get a vote like in normal house votes. each state gets only 1 vote. and their vote delegation is from the majority party in their state. that means reps get 37 votes and dems get 12.
