What percentage of NYPD officers even live in NYC proper anyway? I imagine many found more affordable housing elsewhere, perhaps they can join those departments.

Dunno about percentages, but they tend to live in Westchester, Connecticut, or New Jersey. I have cops in the family back east, none of them live in the areas they work in, they all say it's too risky, some punk ass thug might decide to make it personal.

NYC empties at night. Since they count boroughs like Brooklyn for population, it seems more populated than it is, but the vast majority of people who work in NYC don't live there.

And yes, they'll find work elsewhere. NY Troopers are always hiring, and small towns are an easy gig in New England. A trained officer who left voluntarily is very hireable across the country, the Academy invests a lot in recruits.
