You never get those people back and you will never replace them. Even if you recruit you have lost those quality cops forever. What do you have to offer new recruits? The same pay but with less prestige and tons of demonization. A lot of what makes a cop a cop is trying to help the community and serve the public. That satisfaction makes cops accept less pay then you would normally have to give them. Not only that it ensures that cops are not going to be corrupt.
