Try going to a public park or beach in some parts of California. It's weird how depending on the individual municipality where you are, there will either be almost no homeless people, or there will be homeless people occupying every flat surface a person can sit on.
They get most of their water from elsewhere, too. Unsustainable. Tent cities are getting larger too.

Can confirm. Homeless camps have popped up in downtown Berkeley and are everywhere. Almost no homeless camps in Emeryville.
