I don't anymore, I moved to Sweden 2017, haven't lived in the states since. So I honestly don't know, as we didn't manually count each vote by hand when I worked there. Perhaps there isn't the infrastructure to get it done quickly by hand, since we don't usually do it? That'd be my best guess.
I'm talking about Italy, I've counted votes in Italian elections since 2016

Np, if you do work in the counting you might know why it is expected to take that long though, will there be multiple double checks for each vote?
