Dominion systems (formerly Diebold) intentionally included a method to perform fractional counting (1 vote = 0.68 votes). This was proven via sworn statements in the 2000 presidential election and subsequent court cases in florida.
We are just to take it on faith they didn't turn that feature on in this case.
MIT bro proved yesterday that this fractional counting occurred in many counties using those systems (oops).
