There is only one reason for these features to exist and it’s for fraud. Why else build mechanisms to do this?

In their defense, you would not be able to sell your machines to Venezuala (yes, Dominion customer) and other 3rd world despots, if you did not have these features, including the weighted voting feature. It seems that the whole industry has these cheating features. The sad reality is that there is not much of a market for voting machines that are honestly locked down and dealing in whole numbers - one vote per voter instead of fractions. How the hell half voters exit, other than for cheating, is beyond me.
