When a recount is performed, is it 100% by hand or do they use the tabulation machines again?

I do agree an audit is needed, however it seems unlikely to happen. If a recount is 100% manual it should remove the "glitch" factor and the automated manipulation of votes between candidates.

If machines weren't used that takes care of that. Then you have "misplaced" Trump ballots.

Full audit only way for legitimate outcome.

Didnt Texas and Georgia agree to an Audit and not just a recount? Seems we should find out alot with just those two if they move forward .
