The governor doesn't draft laws, that's the legislatures job. Sounds like stand your ground is already there and he probably has enough justification to say that parties can stand their ground to protect neighbor properties as well as their own.

In war, when threatening hostiles show up encroaching on enclaves of the activated citizen militia, then they [said citizen militia] use deadly force to subdue and defeat the hostiles (not just simply repel them) - the purpose and intent in a state of war is to defeat the designated enemy
IOW, the NWO/communist insurrection are designated enemy combatants against the United States
