Please fact check me on this, but as I understand what happened with Virginia, the expansion of the Federal workforce brought more left leaning people to the area. They then voted to bring in lots of immigrants further pushing the area left. There may or may not be cheating going on (probably there is) but they could make the argument that it's now a blue-leaning state.
I'm a former spook, and I can say back in the 80's the federal government was leaning (R). And even if they were a (D) it was of the now extinct blue dog type. And the progressives have no room for blue dogs. Clinton put affirmative action into place government wide - and starting promoting people (IMHO) beyond their capabilities - and government types hate anyone under them that outperforms, so they gathered more beholding types and chased out the high performers - that turned the government from pink to blue IMHO. That said the entire area has completely changed in the last 25 years. Explosive growth in fairfax and loudoun - and lots and lots of new immigrants. Looking over the results data today - for certain the heavy influx of immigrants were almost all voting blue. Biden certainly got the gangster vote out of the crime wards. The indians identify as blacks for the 8a IT programs they vote blue. I cast a lot of blame on the ego/power trip of Mitch McConnell for never adjourning the Senate for the last 4 years - this prevented Trump from making the 1000's of recess appointments needed to wrest control of the agencies from the D's.
