NK has been making those super note counterfeit US dollars, so no reason they couldn't counterfeit votes. Also china counterfeits anything, and everything so they're suspect too.
Also with the videos of ballot duping, without traceably marking them for later confirmation is sketchy as hell
So the watermark theory can be right. If ballots were printed from other countries, I doubt those will have watermarks.
