PA mail voter here. Outer security envelope required signature and date and had voter name and address reprinted. There was also bar code and likely a tracking number of sort. You could check online to see when ballot was requested, sent out, received, and status. My first one requested never showed up so I emailed the County and they sent a replacement. Presuming missing ballot was cancelled on their end and seemed like my county was on top of things where mail-ins were concerned. Not Philly , they are just a mess.
Also the ballots had to be mailed or put in one of three drop boxes. If dropped to collection center in person had to be actual voter or else signed below by person collecting. Not sure if ID required in person and I think there may have been a max of 4 votes any one person could collect on behalf of other voters. Strangely I did have two DNC reps stop by my house the Sunday before election (I'm independent) which was unusual. I sent my ballot in a week before election since I was debating going in person but thought I might have to do provisional. They probably had me on a potential Biden voter list based on demographics.
