DDOS typically works by overloading the scripting engine of the site. In case of overwhelming attack, mods could replace the site with a static redirect pointing to a new home that would be hard to overload.

Servers shutting down due to "TOS" violation would be harder, but if they keep control of the DNS they can always point the domain name to somewhere else.
