That's just it, I've spent a lot of time talking to NPCs. They honestly have no faith in the system unless it gives them what they want.
This is true of more than just elections; if the restaurant doesn't give them what they want, it's a bad restaurant... if the department store doesn't kneel down and let them return x, y, and z it's probably bigotry, etc.
