Proposition 15 a yes vote would mean that commercial and industrial property would be taxed according to market value. Considering that for the most part, the value overall of property goes up, this would mean that taxes would increase on the "evil rich commercial and industrial property owners," yet people voted it down? of 51.69% saying no to this tax increase.

My biggest confusion is that, this was a vote in this election and it was state wide, mind you that Democrats openly propose increase of taxes on the "rich" and how are commercial and industrial property owners not the "rich" in their feeble minds?

Could be just my paranoia, but it is just too odd.
